How to Apply: ANEF Step-by-Step

  • Go to ANEF — Administration des Étrangers en France
  • Create an account with your French mobile number and email
  • Select your situation and desired card type
  • Upload all required documents (see checklist below)
  • Pay the application tax (timbre fiscal) online at timbres.impots.gouv.fr
  • Submit — you'll receive a confirmation email and tracking number
  • You'll receive a récépissé (receipt confirming pending status) — this is your legal proof of status during processing
  • Attend your OFII medical appointment when summoned (for first-time applicants)
  • Pick up your card at the préfecture or receive it by mail (varies by department)

Many préfectures have moved fully online via ANEF. If your préfecture still requires in-person appointments and they're unavailable, document your attempts with screenshots.
